Title: Workplace Programs zur HIV/AIDS-Prävention in Subsahara-Afrika:Ein Vergleich dreier Evaluationswerkzeuge

Abstract: 
Seit über 25 Jahren breitet sich die tödliche Infektionskrankheit HIV/AIDS mit rasantem Tempo aus, am stärksten in der Region von Subsahara-Afrika, in der über zwei Drittel (67%) aller HIVpositiven Erwachsenen und Kinder in der Welt leben. Die Pandemie führt neben dem individuellen Leid zu weitreichenden sozialen und ökonomischen Problemen, die ein schnelles Handeln über alle Sektoren hinweg erfordern. Dies gilt vor allem in der Arbeitswelt, in der Krankheit und drohender Tod qualifizierter Kräfte enorme finanzielle Belastungen verursachen. Aus diesem Grunde haben verschiedene internationale Organisationen, wie die International Labour Organization (ILO), die Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ), die Global Business Coalition on HIV/AIDS (GBC), der Deutsche Entwicklungsdienst (DED) und die Internationale Weiterbildung und Entwicklung (Inwent) spezielle Programme zur HIV/AIDSPrävention am Arbeitsplatz entwickelt. Diese so genannten Workplace Programs (WPPs) sollen dabei helfen, die Ausbreitung der Infektion zu verhindern und ihre Folgen auf Arbeitnehmer/innen und ihre Arbeitsumgebung zu verringern. Um die Umsetzung, Wirksamkeit und den Nutzen solcher WPPs zu überprüfen und eine stetige Weiterentwicklung und Verbesserung zu garantieren, sind Evaluationsmaßnahmen nötig. Auch in diesem Bereich sind die Organisationen aktiv. Sie haben passende Werkzeuge für Monitoring und Evaluation (M&E) ihrer WPPs entwickelt.
Um beurteilen zu können, ob sich die drei vorgestellten M&E-Tools tatsächlich dafür eignen, eine qualitativ hochwertige Evaluation zu gewährleisten, wurden die Instrumente systematisch miteinander verglichen. Dazu wurde bestimmt, inwieweit die einzelnen Werkzeuge bzw. ihre einbezogenen Fragen und Indikatoren bestimmte Qualitätsstandards aus den Themengebieten der betrieblichen Gesundheitsförderung (BGF), HIV/AIDS-Prävention und Evaluation erfüllen.

The fatal infection HIV/AIDS spreads with large speed, fastest in the Sub-Saharan region of Africa, where more than two thirds of all HIV positive adults and children live. Next to personal pain the pandemic leads to widespread social and economic problems, necessitating fast action in many sectors. This is especially true for work live, where illness and threatening death of qualified personnel cause enormous costs. This is the reason for different international and national organizations like International Labour Organization (ILO), Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ), Global Business Coalition on HIV/AIDS (GBC), Deutscher Entwicklungsdienst (DED) and Internationale Weiterbildung und Entwicklung (Inwent) to develop special workplace programs (WPPs) for HIV/AIDS prevention. These programs aim at hindering expansion of the HIV infection and reducing the negative consequences for infected employees and their surroundings. To monitor the implementation of such WPPs, their efficacy and usefulness and to guarantee a steady further development and improvement, evaluation measures are necessary. The organizations active in this field all have developed monitoring and evaluation (M&E) tools for their WPPs.
This work reports on a systematic comparison of the three M&E tools covered in order to judge whether they are actually able to deliver high quality and valid evaluation results. It is studied how the single tools, questions and indicators fulfill quality standards from the viewpoints of workplace health promotion, HIV/AIDS prevention and evaluation theory.
