Title: Qualifizierung von Stadtlandschaften? : Grenzen und Chancen der Planung im Spiegel der städtebaulichen Praxis

Abstract: 
Die Qualifizierung verstädterter Gebiete ausserhalb historisch bedingter Stadtkörperschaften ist seit mehreren Jahrzehnten ein zentrales Thema im Diskurs der Stadtplanung. Trotzdem gelingt es den Stadtplanern und Stadtplanerinnen kaum, ihre Interessen und Ziele einer räumlichen Qualifizierung und die damit verbundenen Forderungen nach einer Schaffung von Orten der Identifikation, nach Verdeutlichung von Grenzen und Übergängen, der Verbesserung räumlicher Vernetzung, Stärkung des öffentlichen Raums oder Pflege kultureller, ökologischer oder konomischer Eigenarten raumwirksam umzusetzen. Die vorliegende Arbeit geht davon aus, dass die Siedlungswirklichkeit Resultat gesellschaftlicher Aushandlungsprozesse ist und dass die Ursachen für den Erfolg oder Misserfolg der Planung in den Beziehungsgeflechten dieser Aushandlungsprozesse zu suchen sind. Entsprechend wird am Beispiel von vier ausgewählten Mikrostudien die lokale städtebauliche Praxis, also die Spanne von der Entstehung von Planwelten (Entwurfsphase) bis hin zu deren Rückübersetzung in die Siedlungswirklichkeit (Implementierung), rekonstruiert. Über die empirische Auseinandersetzung mit den Unbestimmtheiten und Dynamiken gesellschaftlicher Aushandlungsprozesse sowie die emergente Rolle der Planer innerhalb dieser Aushandlungsprozesse werden in der Arbeit Grenzen und Chancen einer zukunftsfähigen Planung entfaltet. Mit der Erkenntnis darüber, was Planung kann – oder eben nicht kann –, werden in einem weiteren Hauptteil der Arbeit zeitgenössische Planungsansätze im Rahmen einer Testplanung in das mittlere Alpenrheintal übersetzt und auf deren Qualifizierungspotenzial, Rückübersetzbarkeit und Robustheit hin getestet und bewertet. Aus der Synthese der Erkenntnisse folgt der Schluss, dass sich zukunftsfähige Handlungstheorien der Stadtplanung den Unbestimmtheiten, Dynamiken und Beziehungsgeflechten gesellschaftlicher Aushandlungsprozesse anzunehmen haben und sich die Planer und Planerinnen der planerischen und entwerferischen Möglichkeiten innerhalb dieser Prozesse bewusst werden müssen. Konkret sollen das raumplanerische und topologische Entwerfen als Handlungstheorien eines konzeptionellen Städtebaus durch ein relationales Entwerfen erweitert werden, das insbesondere auch in der Phase der Rückübersetzung disziplinäre Ziele und Inhalte proaktiv in die gesellschaftlichen Aushandlungsprozesse zu übersetzen und dadurch intendierte und nicht-intendierte räumliche Transformationen in Realzeit entwerferisch zu begleiten und mitzubestimmen weiss.

The qualification of urban sprawl outside historically defined town development limits has been a central concern of town planners for several decades. Yet they have made hardly any progress in implementing their interests and objectives as regards spatial qualification, which aims to create greater identity of locations, clearer boundaries and transitions, improved spatial interconnectedness, more defined public spaces as well as cultivate the cultural, ecological and economic uniqueness of places.
This study is based on the assumption that the reality of urban development is the result of negotiation processes in society and that the causes for the success or failure of town planning can be found in the web of relationships in these negotiating processes. Using four selected micro-studies as examples, the study reconstructs local urban design practices, i.e. the creation of planning scenarios (concept phase) and their translation into built reality (implementation). Using an empirical analysis of the indeterminacy and dynamics of negotiation processes in society and the emerging role of planners within these negotiation processes, the study unfolds the limits and opportunities of a planning process that is fit for the future. Following the findings of what planning can do – or cannot do, as the case may be – another main part of the study translates contemporary planning approaches into the Mittlere Alpenrheintal as part of a trial run and evaluates the result with regard to its realistic implementation chances, qualification potential and robustness. Summarising these findings and evaluation, the study concludes that viable town planning theories have to take into account the indeterminacy, dynamics and web of social interactions and negotiation processes, and that planning officers have to become aware of the planning and design opportunities within these processes. More specifically, it is posited that spatial and topological design as an action theory of conceptional urban design is supplemented by relational design which, particularly in the implementation phase, proactively translates planning objectives and contents into the negotiation processes taking place in society and thereby creates a more effective mandate for the realisation of design considerations in the intended – or not intended – spatial transformations in real time.
