Abstract: 
Raumordnungspolitik ist der Versuch einer Bewältigung des Aufeinandertreffens von zwei Berei-chen mit hoher, aber unterschiedlich strukturierter Komplexität: gesellschaftlichen Raumes und politischer Ordnung. Als unmittelbare Folge ihrer Komplexität zeigt sich, dass beide in hohem Maße füreinander undurchsichtig bleiben. Ergebnis eines Bewältigungsversuchs, Raum und politische Ordnungen in ein konstruktives Verhältnis zu bringen, können Raumordnungspläne oder -programme sein, die verbindende und anschlussfähige Figuren entwickeln.
Das dabei einzugehende Verhältnis zwischen Planung und Politik leidet an erheblichen entscheidungstheoretischen Problemen, da staatliche Raumplanung weitgehend, wenn auch nicht entschieden, auf ein sachdimensionales Kausalschema und Rechtsnormen aufbaut, während Politik in der Kommunikation vorrangig durch ihren Machtcode wirkt, so dass es zu gegenseitigen Übersetzungs- und Verständigungsschwierigkeiten kommt. Diese können wenigstens teilweise dadurch gelöst werden, dass in die Planungsprozesse funktionale Programmierungen eingebaut werden, welche machtmediale Anleitungsformen nutzen.

In Germany state-run spatial planning and its proceedings, policies and communication aim at a lasting increase in both prosperity and citizens’ living standards. Natural resources, settlement structures and infrastructure are taken into account therefore. They give a basis for a public spa-tial construction which can be effectively used in planning and communication processes.
This thesis searches for a general rationale for the beginnings of spatial planning as well as for functional connections within the German spatial planning communication system. Starting with spatial and order theories it leads via phenomenological and functional analysis over to a model mapping the social context of this communication system. Main outcomes of the model are sup-ported by aspects of organisational theory and by descriptions of influences from the law-making legal sphere.
In the communication system involved subsystems like science, politics, administration and law are phenomenologically analysed, whereas the main method is functional analysis in terms of social system theory. Differentiation and mutual identification attempts of the subsystems are made with respect to state-run spatial planning in Germany.
As a result of the clear methodological approach the thesis presents the German state-run spa-tial planning as a complex social system. It includes suggestions to connect common planning ideas with the theory of social systems, especially for ideas of public planning. Spatial planning is linked to communication terms to contribute by functionalisation to democratic tendencies of spatial planning processes and to isolate non-democratic tendencies.
