Die sektorale Roadmap für den Bereich Regionale Governance gibt Empfehlungen und zeigt Handlungsoptionen auf, die zu einer klimaangepassten und resilienten Entwicklung in der Metropolregion Bremen-Oldenburg beitragen. Ausgehend von der Leitvision für das Jahr 2050 für die Regionale Governance werden kurzfristige Handlungsempfehlungen bis 2020 sowie mittel- bis langfristige Handlungspfade bis 2050 beschrieben.
Präsentation der Forschungsergebnisse. Klimatische Veränderungen und Reaktionen der Seen, Anpassungsstrategien und die Schwierigkeit, diese umzusetzen.
Die Anpassung an den Klimawandel ist eine neue Herausforderung für die regionale Raumordnung und -entwicklung. Die regionale Ebene nimmt eine Vermittlungsfunktion zwischen der rahmensetzenden Anpassungspolitik der übergeordneten Ebenen (EU, Bund, Länder) und der kommunalen Ebene wahr. Darüber hinaus beziehen sich Anpassungsstrategien und -maßnahmen vielfach auf überörtliche, häufig regionale Natur- bzw. Funktionsräume (z. B. Fluss, Stadtregion). Dabei stellt sich die Frage, ob die in der Praxis bestehenden und in der Literatur diskutierten Instrumente der regionalen Raumordnung und -entwicklung für die Bewältigung der neuen Herausforderungen geeignet sind.
Der vorliegende Beitrag analysiert die Möglichkeiten und Grenzen des Instrumentariums der regionalen Raumordnung und -entwicklung bei der Anpassung an den Klimawandel. Hierzu arbeitet er zunächst spezifische Herausforderungen der Klimaanpassung heraus und systematisiert die Instrumente der regionalen Raumordnung und -entwicklung. Darauf aufbauend charakterisiert es die bestehenden und diskutierten Instrumente und bewertet sie.
Die Ergebnisse zeigen, dass der regionalen Raumordnung und -entwicklung bereits vielfältige Instrumente zur Klimaanpassung zur Verfügung stehen und ergänzende Instrumente diskutiert werden. Dies wird besonders im Bereich der formellen und informellen Instrumente deutlich. Ökonomische und organisationale Instrumente werden dagegen auf der regionalen Ebene bislang kaum berücksichtigt. Diese können jedoch Impulse gerade im Hinblick auf die Umsetzung regionaler Klimaanpassungskonzepte setzen. Daher sehen die Autoren hier weiteren Entwicklungs- und Erprobungsbedarf.
Consequences resulting from future Climate Change may be one of the most severe threats for people and economies in many countries of the world. Besides the problem of sea level rise, also possible general changes in the frequency and intensity of storms as well as general changes in the average wind field are expected for the future. With respect to the coastal protection possible future strategies and also possible future measures are analyzed and assessed with the result that technical, morphological, socio-economic and aesthetical aspects play a role.
Adaptation to climate change requires the implementation of new and revision of existing policies in order to change collective behaviour in a way that reduces vulnerability to the impacts of climate change. At the same time, the efficiency of environmental governance has been questioned due to perceived deficiencies in implementation in the past. As a consequence, it is observed that high levels of adaptive capacity are often not used for adaptive action, and therefore communities remain vulnerable. This thesis is looking at the socio-cognitive dimension of adaptation from the perspective of socio-cultural construction of values and practices that influence risk perceptions and behavioural intentions in coastal management and adaptation to climate variability and change. The construction of values and practices is analysed through discursive fields on the respective topics in local media from three states on the US mid-Atlantic coast.
Rainfall statistics are composed based on data gained by precipitation measurements and from climate models. These statistics are carried out for both periods in the past and the future. When analysing the time series, different trends can be seen in the measured data of the past and the model data for future periods. Influences on the statistically determined precipitation amounts caused by changes can be neglected for past periods. However, significant increases of the statistical precipitation amounts can be observed for the future. Here a pragmatic approach is presented, showing how to consider possible increases in the statistical precipitation amounts – due to the climate change signal – in the dimensioning of water management systems.
“Adaptation to climate change” as a new field of knowledge challenges agricultural and horticultural (vocational) education and extension. Farmers and horticulturists are confronted with vague scientific findings at best. A broad variety of global climate scenarios is “projected” onto regions and exact predictions are usually not possible. Often, personal observations and experiences seem to contradict scientific assertions. Under this condition farmers and policy makers must decide about future land use.
What does this imply for capacity building? How to transform insecurity into concrete educational measures and programs?
The authors discuss their first experiences within a German R&D network (INKA BB) in which they develop capacity building programs. Two examples from urban agriculture / urban gardening will be used as case studies. Strengths and weaknesses of the development processes and their management will be discussed.
Since the topic is complex and adaptation is a continuous activity, learning in connection with climate change adaptation ideally begins on elementary level, continues in higher and vocational training, and does not end with extension. In other words: “learning chains” must be developed which enable life-long learning in formal, non-formal and informal learning environments.
Competencies are needed beyond classical technological and economic skills. Problem solving - from problem perception, analysis, generation of alternative solutions, to implementation and evaluation - with a key competence in critical analysis and reflection of contemporary research findings - gain in importance.
In INKA BB, participation is seen as axiomatic. As a consequence, an action-oriented, participatory approach has been chosen which enables mutual learning among partners from research, formal and informal, elementary, higher and vocational education.
A crucial point is the question of “Who could be the bridge between science and the educational practitioner?” In INKA BB, a specific working group (the subproject on “Knowledge Management and Transfer”) facilitates the development processes and therefore plays a liaison role between theory and practice. In the long-run, sustainable ownership of this process must be achieved. A combination of network building, mutual learning in permanent work groups, provision of technical trainings, and joint planning, testing, monitoring and evaluation is seen as a precondition.
Für das Trinkwassergewinnungsgebiet Üfter Mark im nordwestlichen Münsterland wurden mit Hilfe des Modells CANDY der Stoffaustrag sowie der Bodenwasserhaushalt unter landwirtschaftlichen Nutzflächen unter Klimawandelbedingungen modelliert. Am Beispiel einzelner Referenzflächen, für die Messwerte zum Stoffumsatz im Boden vorlagen, wurde das Modell an die standörtlichen Bedingungen angepasst. Die Modellläufe für verschiedene Fruchtfolgen und Standortbedingungen zeigten, dass - bei gleichbleibender Bewirtschaftung - allein durch die projizierten veränderten klimatischen Bedingungen ein erhöhter N-Austrag lediglich in Böden mit erhöhten Humusgehalten zu erwarten ist. Ein deutlicher Einfluss des Klimawandels auf erhöhte Bewässerungsansprüche (ca. 100 - 150 mm/a) in der Fernen Zukunft (2071 - 2100) zeichnete sich hingegen in allen betrachteten Fruchtfolgen und Standorttypen ab. Die tatsächliche Entwicklung der landwirtschaftlichen Flächennutzung für die nächsten Jahrzehnte lässt sich auf Grund der vielfältigen Einflussfaktoren und ihrer komplexen Wechselwirkungen nicht belastbar prognostizieren. Die Untersuchungsergebnisse haben jedoch gezeigt, dass durch den Einsatz eines DV-Systems wie CANDY zur Modellierung des Stoff- und Wasserhaushaltes eines Bodens - nach entsprechender Anpassung der Modellparameter an das Untersuchungsgebiet - bei sich abzeichnenden Änderungen der Bewirtschaftung deren Konsequenzen für den Stoffaustrag bzw. den Bodenwasserhaushalt modelliert werden. Durch Variierung der Bewirtschaftungsmaßnahmen kann der Modelleinsatz in der Folge die Entwicklung grundwasserschonende Flächennutzungsverfahren unterstützen.
