Der nordwest2050-Werkstattbericht Nr. 30 fasst die Ergebnisse der Teilprojekts „Reflexive Wertschöpfungskette der Milchwirtschaft“ zusammen. Ziel dieses Aktionsforschungsprojekts war es, die Klimaanpassungsfähigkeiten und die Resilienz der Wertschöpfungskette Milchwirtschaft in der Metropolregion Bremen-Oldenburg im Nordwesten durch eine verbesserte Reflexivität zu erhöhen. Eine Wertschöpfungskette wird dabei als reflexiv bezeichnet, wenn sie in der Lage ist, sich selbst zu thematisieren und daraus Maßnahmen zur Veränderung bzw. Anpassung an neue Herausforderungen abzuleiten. Der bericht beantwortet folgende Fragen: Welche Eigenschaften sollte eine resiliente Wertschöpfungskette besitzen? Welche Herausforderungen entstehen durch den Klimawandel für die Milchwirtschaft? Welche Maßnahmen sind für die regionale Wertschöpfungskette der Milchwirtschaft erforderlich, um die Resilienz der Wertschöpfungskette vor dem Hintergrund der klimawandelbedingten Herausforderungen und der strukturellen Gegebenheiten zu stärken? Welche Rolle spielen Aspekte der Kommunikation (d.h. Reflexivität: verbesserter Informationsaustausch, Selbstverpflichtung und Institution, Mediation und Diskus) für die Resilienz in Wertschöpfungsketten? Welchen Beitrag können Instrumente einer reflexiven Kommunikation zur Umsetzung der Klimaanpassungsmaßnahmen leisten?
Die Gastronomie wird durch die Folgen des Klimawandels vermehrt mit Lieferengpässen bis hin zu Produktausfällen von Lebensmitteln konfrontiert sein. Aufgrund von geringeren Erträgen und gleichzeitig erhöhten Ressourcenbedarf wird der Kostendruck steigen. Um diesen Herausforderungen schon frühzeitig zu begegnen, entwickelt der DEHOGA Bezirksverband Ostfriesland und Weser-Ems Klimaanpassungsstrategien für die Gastronomie. Im Projektvorhaben werden die Auswirkungen des Klimawandels analysiert, spezifische Lösungspfade für die Gastronomie entwickelt und innerhalb des DEHOGA Bezirksverbandes kommuniziert.
The restaurant trade is increasingly facing delivery bottlenecks as a result of climate change, which may even cause interruptions of the production of food products. Due to reduced yields and at the same time increased resource requirements, cost pressures are rising. In order to face these challenges in a timely manner, the DEHOGA East Friesland & Weser-Ems District Association is developing climate adaptation strategies for the restaurant trade. In the present project, the effects of climate change are analyzed, and specific solution paths for the restaurant trade are developed and communicated within the DEHOGA District Association.
Rather than focusing on climate-protection measures, the Bremen Cargo Distribution Center (GVZ Bremen) has identified measures for adaptation to climate change. In 2011 and 2012 the Institute of Shipping Economics and Logistics (ISL), together with the Bremen University of Applied Science, carried out a comprehensive empirical investigation of the effects of climate change on the logistics sector of the Metropolitan Region Bremen-Oldenburg in the Northwest. The results clearly show that the expected impacts of climate change could mean a new challenge, both for the GVZ and for individual companies at the Center.
One of the important parts of the final conference of ‘nordwest2050’ has been the scientific exchange sessions in the House of Science and the Industryclub Bremen. Contributions were based upon a call for papers from October 2013. The scientific committee received almost 100 abstracts where 36 were chosen for oral presentations and 15 for poster presentations (see overview tables below).
Four main topics were discussed in parallel workshops:

• Designing and Testing Solutions for Regional Climate Adaptation and Resilience
• Implementing Climate Adaptation and Paths to a Resilient Future
• Resilience for Business: Climate Adaptation Challenge and Strategies of Sectors and Companies
Anstatt sich nur auf Klimaschutzmaßnahmen zu fokussieren, wurden für das Güterverkehrszentrum Bremen (GVZ) Maßnahmen zur Anpassung an den Klimawandel identifiziert. Das Institut für Seeverkehrswirtschaft und Logistik (ISL) hat 2011 und 2012 in Zusammenarbeit mit der Hochschule Bremen eine umfassende empirische Untersuchung zu den Auswirkungen des Klimawandels auf die Logistikbranche der Metropolregion Bremen-Oldenburg im Nordwesten durchgeführt. Die Ergebnisse zeigen deutlich, dass die zu erwartenden Folgen des Klimawandels auch für das GVZ und die einzelne Ansiedler eine neue Herausforderung darstellen kann.
Due to growing animal stocks and increasing numbers of biogas facilities (fermentation residues), as well as the limited possibilities for use as fertilizer, handling liquid manure involves ever greater distances. In the future therefore, important steps will involve both an increase in transport-worthiness and a reduction of transport routes and quantities of organic nutrient-containing materials produced; this is especially true for liquid manure and fermentation residues. New, climate-adapted business models need to be developed. During the course of the nordwest2050 project, The Naturdünger-Verwertungs GmbH (Natural Fertilizer Recycling Company/NDV), functioning as an expert and a multiplier, provided data on background knowledge especially for the presentation series Land-Use in the Context of Climate Change in the Northwest.
ONNO e.V., das ostfriesische Netzwerk für Ökologie – Region – Zukunft, nimmt eine Mittlerfunktion zwischen seinen Mitgliedern, die Probleme mit den Folgen des Klimawandels haben, den Wissenschaftlerinnen und Wissenschaftlern im Projekt nordwest2050 sowie der Öffentlichkeit ein. Der Verein ist vor allem im Bereich der Ernährungskommunikation bzw. -bildung tätig, um die Perspektiven einer nachhaltigen Ernährungskultur in Ostfriesland bei allen dafür wichtigen Akteuren zu stärken. Dies wird im Rahmen des Projekts vor allem hinsichtlich des Themas Klimawandel weiterentwickelt und vertieft.
ONNO e.V., the East Frisian Network for Ecology – Region – Future, functions as a mediator between its members affected by climate change, the scientists in the project nordwest2050, and the public. The Association is especially active in the area of food communications and education, in order to strengthen the perspective of sustainable food culture in East Friesland among all relevant actors. In the context of this project, this is especially being developed and deepened with respect to the issue of climate change.
In order to initiate the design, communication and implementation of the transformation to a lowconflict and climate-adapted land-use system, the Centers of Competence e.V. organized three events in the context of nordwest2050 between 2010 and 2013. In cooperation with the Carl von Ossietzky University of Oldenburg, a dialogue was initiated in which heterogeneity of the issues and the various interests of the actors on the issue of land-use was discussed and a solution-oriented manner. At the second and largest event, in February 2013, the »Aurich Declaration,« a regional statement on the most important land-use problems, and concrete approaches to solutions, was adopted. It is represented and supported by a wide range of authors from the region.
